The rocks stand out fairly clearly, as they're a more greyish colour than the red-tinged rocks, and are easily destroyed with any bomb. The shrine is actually hidden, behind some destructible rocks in the cliff face, but is still on ground level right behind the stables. To get there, Paraglide south east from Faron Tower, then take the trail on the south side of the river to the Lakeside Stable. The Shai Utoh shrine is located within the Faron region, specifically to the south of Faron Tower and a little east, directly behind the Lakeside Stable. Get it right, and you'll walk out a success. The challenge inside, named the Halt the Tilt trial, is a puzzle that has you freeze seesaws with Stasis in order to keep progressing.
